LINES believes in a street-level, bottom-up approach.
We support municipalities by starting at the source: the scene itself. What’s happening among key drivers, organizers, and participants? What do they need to take the next step? And how can we structure that sustainably—to strengthen participation in sports and culture, and to create a living environment where everyone can take part?
Together with the scene and the municipality, we map out where opportunities for improvement lie. This way, we translate bottom-up insights into policies for sports, culture, social welfare, and youth.

Insights into the street sports and -culture
Curious about the state of street sports and culture in your municipality?
The City Scan provides municipalities with a clear picture of their local street sports and culture scene through a baseline measurement. Starting from the bottom up, we engage directly with the community: who are the driving forces, what is happening on the ground, and what needs exist?
To structure these insights, we use the BVO-model (Hoyng & Eck, 2019), which examines three key pillars: Facilities (hardware), course offerings (software), and policy (orgware).

Facilities, amenities and infrastructure
A solid infrastructure for street sports and culture lays the foundation for creative development, diverse programming, and increased participation in (urban) sports and culture. With the City Map, we provide a clear overview of all relevant facilities. In addition, each facility is assessed using the USI model (Renard & Cuypers, 2023), which analyses every location based on four key criteria: - Functionality - Appeal - Safety - Accessibility This results in a complete picture of the quality and potential of existing spaces. It supports policymakers in making strategic investments, making adjustments, or developing new plans. Participatory session
Strong facilities aren't built behind a desk; they’re created together with the people who use them. At LINES, we believe in a bottom-up approach, especially when it comes to developing new spaces for street culture and (urban) sports. We support municipalities in co-creation processes that go beyond “hearing voices.” We safeguard the process with one clear goal: to ensure young people, local pioneers, residents, and other stakeholders are genuinely involved, from idea to execution. LINES offers support with: - Engaging and involving target groups and key stakeholders - Creative and safe co-creation sessions (workshops, open studios, site explorations) - Concrete input directly applicable to design and policy Always with the aim to build support, foster ownership, and create spaces that truly come alive. From vision to plan
A skate hall, creative hub, street sports park, hip-hop center, or cultural incubator for young people. Great ideas deserve a solid plan as their foundation. LINES supports municipalities, community organisations, and local initiators in developing well-thought-out concepts for new facilities. Drawing on our in-depth knowledge of the scene, the community, and policy structures, we transform raw ideas into clear, compelling plans that inspire and persuade. Insight into offerings and policy alignment
What’s currently being offered in the field of street sports and culture? How sustainable is this programming? And how does it relate to traditional sports and cultural structures in your municipality? With the Software Analysis, we map out the current offerings and organizational forms of these disciplines. We examine how activities have emerged, who organizes them, how they are supported, and what might still be missing. This analysis is directly linked to existing municipal policy: - Does current policy reflect what’s happening in the scene? - Are street sports and culture sufficiently recognized and supported? - What policy adjustments could lead to greater sustainability, inclusion, and participation? This assessment helps municipalities better guide development, seize opportunities, and make their policies more inclusive, based on what already exists and what’s still needed. Strong facilities, community-building, and impactful programming all depend on the people behind them. That’s why LINES supports municipalities, community centers, and social organizations in training and guiding policymakers, neighborhood coaches, and cultural facilitators. Both those already active and those looking to become active, in the fields of street sport and street culture. We offer tailored training programs in which coaches: - Develop a deep understanding of the dynamics within street culture and street sports - Learn to bridge the gap between young people, local initiatives, and policy - Gain practical tools to foster talent development, community-building, and participation - Receive guidance on positioning, structure, and collaboration strategies These programs ensure that coaches contribute not only operationally, but also strategically, to a vibrant and inclusive local community.
